Unarmed mother was killed by Illinois State Police. Were trooper’s actions justified?

Tarrence can be seen in the video turning on the windshield wipers. A trooper steps toward the car. The wheels are nearly straight. When the car moves forward, the trooper moves toward the front of the car, but because of the way the tires are turned doesn’t appear to be in the path of the car.
