USPS Board of Governors from giving bonuses to the postmaster general and deputy postmaster general during any year where the postal service fails to reach at least a 95% on-time delivery rate for all mail services. The bill would also require the USPS to send its yearly delivery performance report to the Postal Regulatory Commission.
